Rape: Outside Court Settlement, Light Penalty Encouraging Vice in Nigeria
Settlement of rape and sexual abuse cases out of court and offenders getting light penalty for such crime have been identified as factors encouraging widespread rape cases in Nigeria.
This observation was made at the Strategic Consultative Meeting on Violence against Persons Prohibition (VAPP) Act held on Monday in Asaba, the Delta State capital, and organised by KIF in collaboration with the Nigerian Feminist Forum (NFF).
The participants at the event were unanimous that the VAPP Act of 2015 "is a comprehensive and robust instrument to promote women’s rights," which have often been undermined by out-of-court settlement and light punishment for penetrators of sexual abuses, including rape.
However, they noted that the political will on the part of respective state governors was also required for the domestication of the Act and its effective implementation at the state level.
The National Coordinator of the Nigerian Feminist Forum, Mrs. Blessing Duru, while lamenting that only 18 states in the country have so far domesticated the law, said looking at the VAPP Act from the feminist perspective, it was justified despite the gender balance of the law, because it seeks primarily "to ensure better protection for women and girls against violence, especially sexual abuse.
Duru underscored the importance of working for safer environment for women through various avenues like better health facilities, skills acquisition, opportunity to lead and accommodation of persons with disability in the scheme of things at all levels.
She urged the various stakeholders in Delta State to seize the opportunity provided by the domestication of the law in the state and the passion shown by the state Governor, Dr. Ifeanyi Okowa, who in October 2020 accented to the VAPP Act passed by the state House of Assembly in July this year.
In her remarks, the Senior Special Adviser to the governor on Child Rights, Bridget Anyafulu, said the governor has demonstrated great interest and political will regarding the law by assenting to it amid the COVID-19 challenges, adding that "the state now has family courts where awaiting trial and diligent prosecution have been eliminated," as lawyers were available to offer services on pro bono basis.
Also, the Executive Director of Koyenum Immalah Foundation (KIF), Faith Nwadishi, who was represented by the Delta State KIF Coordinator, Hope Nwadishi, said the nongovernmental organisation decided to partner the NFF to strengthen the process of implementation of the VAPP Act in the state.
According to the KIF boss, "We're encouraged to partner the Nigerian Feminist Forum to strengthen what the state is already doing, having actually enacted the VAPP law, but a lot of Deltans are not aware of it. So, this event, which drew participants from strategic state ministries, departments, agencies (MDAs), civil society organisations (CSOs) and the media, is meant to strengthen the implementation through better awareness towards making it a household document; something we can discuss at social gatherings and our individual family circles."
The Director of Overseas Development Agency (ODA), Mrs. Patience Ogbewe; Director, Ministry of Education, Mrs. Theresa Udochukwu; Rev Fedelia Njonkeonye (MIM); the state Focal Person of NFF, Chinonso Okechukwu, and representatives of several CSOs also attended the meeting.
#EndSARS: NPA Incurs over a billion Naira Loss, MD Laments ...As NIWA partners agency on goods evacuation
The Managing Director of the Nigerian Ports Authority (NPA), Hadiza Bala Usman, on Monday in Abuja disclosed that the revenue generating agency incurred more than a billion naira loss to vandalism during the recent #EndSARS protests in the country.
This came as the National Inland Waterways Authority (NIWA) declared its readiness to partner the NPA on goods’ evacuation from the ports as a way of solving the problem of trucks causing gridlock on the roads leading to various ports.
The issue on losses suffered by the NPA through the vandalism inflicted on it by irate youths and looters who took advantage of the #EndSARS protests came up during the 2021 budget defence session the NPA had with the Senate Committee on Marine Transport.
According to the NPA boss, the sum of N807million had been earmarked for the rehabilitation of the burnt portion of the agency's building.
This, she added, was different from the money to be spent on replacement of 27 vehicles set ablaze by the vandals and three others stolen.
Usman said: “These vehicles were operational ones, and they need to be replaced as soon as insurance companies come up with the aspect of losses to be shouldered.
"Aside the burnt building and vehicles, other working tools like 317 computers were looted as well as photocopiers, and the cost of replacing them will be above N1billion when added to the N807million already estimated for the rehabilitation of the burnt building."
She, however, assured the committee that the agency, based on the ongoing arrangement with the Lagos State Government and NIWA, is coming up with a lasting solution to trucks gridlock on various roads leading to the ports in Lagos.
An electronic call up system, she explained, had been put in place for trucks accessing the ports for the evacuation of goods.
Accordingly, Usman said: "Trucks park has been established in Orile, Lagos, which is to serve as a call up centre for any truck waiting to evacuate goods at the ports.
"Besides this arrangement, an ultra-modern rail line leading to Apapa ports and water transportation being offered by NIWA are also helping out."
In his presentation, the Managing Director of NIWA, Dr. George Moghalu, informed the Senate committee that the N3.9billlion budget estimates proposed for the agency in 2021 will be primarily implemented towards scaling up the development of inland water transportation in Nigeria.
According to him, out of the N3.9billion budget estimates, N1.3billion is for recurrent expenditure; N1.4billion for capital expenditure and N1.1billion is projected as remittance to the Consolidated Revenue Fund (CRF).
In his remarks after the budget defence session, the Chairman of the committee, Senator Danjuma Goje (APC Gombe Central), told the agencies to scale up their projected revenues drive in 2021 for easy implementation of the budget.
"Be rest assured that this committee shall, through its oversight functions, monitor your revenue drive in 2021 as well as remittance into the CRF," he said.
Supreme Court Swears in 72 SANs at Opening of New Legal Year …As CJN warns lawyers to shun act capable of derailing democracy

The Supreme Court on Monday conferred the rank of Senior Advocate of Nigeria (SAN) on 72 legal practitioners.
The conferment, which formed part of activities marking the commencement of the 2020/21 new legal year, was performed by Justice Bode Rhodes-Vuvour on behalf of the Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad, and accompanied by 16 other Justices of the Supreme Court.
Rhodes-Vivour, who noted that the new SANs emerged successful from a total of 172 earlier shortlisted for the rank, urged them to be more committed to their work and the legal profession, an attitude he said earned them the rank in the first place.
The event, which was held at the main courtroom of the Supreme Court, started exactly by 10 a.m. and was in strict compliance with the COVID-19 protocols, as a lot of dignitaries, including spouses of awardees, were barred from the main courtroom.
Among the new SANs are the Chairman of the Independent Corrupt Practices and other related offence Commission (ICPC), Professor Bolaji Owasanoye; Akwa Ibom State Attorney General and Commissioner for Justice, Uwemedimo Nwoko; Delta State Attorney General and Commissioner for Justice, Peter Mrakpo, and Uzoma Azikiwe.
Justice Rhodes-Vivour said: "It is the fervent desire of every legal practitioner in Nigeria to be a Senior Advocate, but it doesn't come that way, as hard work, perseverance, endurance and courage are required to touch the finishing line. You must roll up your sleeves and get down to work with unrestrained enthusiasm and dexterity; then you can begin to coast home to victory.
"Legal practice is not for the mentally docile or those averse to breaking new grounds, even in the face of daunting challenges."
The Justice, who described the outgoing legal year as "an unusual year in the history of mankind, that many wished it never existed,” noted that the judiciary, in spite of the enormous challenge, was able to hear 697 civil, 168 criminal and 35 political cases totaling 700 out of 908 cases filed in 2019/2020 legal year.
"In the same vein, the court considered a total number of 208 appeals, being 134 civil, 52 criminal and 22 political appeals. In all, a total number of 189 judgments were given within the legal year under review,” he said.
Meanwhile, the CJN used the occasion to warn against certain behaviour of some lawyers, which he said had become a source of serious concern, adding that severe sanctions would henceforth be meted out to any unprofessional conduct exhibited by such persons.
While urging lawyers to show ability and capacity to counsel their clients rightly and "not mislead them for pecuniary gains," he stressed that "obedience of lawful court orders has no alternative in any society. A threat to this is simply a call for anarchy.”
In his contribution, the Attorney General of the Federal and Minister of Justice, Abubakar Malami (SAN), admonished the newly-sworn in SANs to uphold justices at all times and work for smooth cause of justices.
According to him, "As a leader of the bar and defender of the law, a senior advocate is expected to bring to bear on the profession high standard of diligence, honour and preparation of his cases."
Malami, who was represented by the Solicitor-General of the Federation and Permanent Secretary, Ministry of Justice, Mr. Dayo Apata, also reminded them that their new status "confers no immunity on the disciplinary processes of our noble profession."
He noted that Judges, not being wholly free to defend themselves, are peculiarly entitled to receive the support of the bar against unjust criticism and clamour.
Also, the National President of the Nigerian Bar Association (NBA), Mr. Olumide Akpata, in his remark, called for improved welfare for judicial officers at all levels, adding that it is high time true autonomy was installed for the judiciary, which according to him, is often the neglected arm of government.
Akpata noted that the "fight against corruption is best fought by tackling the incentives for corruption such as the extremely inadequate compensation packages for our judicial and public officers generally."
Meanwhile, the NBA president charged the National Judicial Council (NJC) not to relent in its efforts to rid the bench of corruption, and to continually tackle the issue of indiscipline from judicial officers.
In his vote of thanks, Mr. Obafemi Adewale (SAN), who spoke on behalf of the 72 new SANs, while thanking the CJN and the Supreme Court for their conferment, however, called for increase in the number of legal practitioners receiving the award yearly.
"We must, however, respectively urge my Lords and the LPPC to please go a step further. In the United Kingdom, from where we copied this tradition, there are about 1,700 barristers on the roll (2019 records), and 1,700 are Queen's Counsel which is about 10 percent.
"In Nigeria, on the other hand, we have a little over 120,000 on the roll; an estimated 30,000 of them are in active legal practice. Yet, with the addition of 72 today, the total number of SAN from inception in 1975 is now just 620.
"This, in fact, includes the 108, who have passed on to the great beyond. The remaining 512 constitute less than two percent of the total population of lawyers in active practice, and certainly less than one percent of the names on the roll," Adewale said.
Only 7 Detainees Escaped from Our Custody, Says C'River CP
The Cross River State Police Command has confirmed that only seven suspects escaped from its custody last Sunday, and not 17 as reported on social media.
The state Commissioner of Police, Abdulkadir Jimoh, who confirmed the incident on Monday in Calabar, the state capital, said social media reported the incorrect number of the fleeing suspects, who escaped from a police cell at the state police headquarters at Diamond Hill in Calabar.
Jimoh alleged also that some policemen suspected to have aided the escape of the detainees, comprising suspected kidnappers and armed robbers, have been arrested, and are being interrogated as part of the investigation of the incident.
The commissioner told journalists that three of the fleeing suspects were trailed and gunned down while trying escape through the axis of Calabar River in Calabar South area, as one was apprehend and returned to the police cell.
The CP said the remaining three fleeing suspects are still at large, but that they are being trailed by the police.
Aside from the confirmation by the commissioner, the state police command's Public Relations Officer, Irene Ugbo, in a statement confirmed that seven detainees escaped from the police cell in Calabar, contrary to her earlier claim that only three detainees escaped.
Domkat Bali’s Burial Plans Stir Trouble among Kinsmen
The burial plans for the late former Chief of Defence Staff, late General Domkat Bali, have stirred serious controversy among his kinsmen, as a socio-economic and cultural development organisation of the Tarok nation, Ngwang Ishi O’Tarok (NIO), warned Tarok elders to desist from the plan to bury the late army general in Abuja against their culture.
In a statement signed by the President and Secretary of the group, Chief David Dashe and Nangor Ndam respectively, the group reminded the Tarok elders that Bali, as at the time of his death, was still the Ponzhi Tarok and president of the Langtang Joint Traditional Council as affirmed by the Federal Court of Appeal Jos division on November 11, 2020.
Dashe said: “We learnt that some elders have relocated to Bali’s residence in Abuja, and issued funeral arrangements programme for his burial without consultation with the Langtang Joint Traditional Council, which is the proper thing to do considering that the deceased was the Ponzhi Tarok and president of the Langtang Joint Traditional Council and a member of Plateau State Joint Traditional Council for Chiefs and Emirs.
“These arrangements, which they are making for him not to be buried as a ‘Royal Majesty’, are in total disagreement with the Langtang Joint Traditional Council, the NIO and the Tarok nation.
“Based on the foregoing, the NIO, on behalf of the Tarok Nation, warned the Tarok elders from hijacking the funeral arrangements of the late Ponzhi Tarok, Domkat Bali.
“His Royal Majesty Domkat Bali died as a ‘first class chief’ in office, and the arrangements for his burial must be handled by the Langtang Joint Traditional Council, his immediate family and the government of Plateau State.”
The President of the group, Dashe, observed that the Tarok nation has an age-long tradition for burial rite that must be maintained and sustained for the youths and the unborn generation to learn from.
While appreciating President Muhammadu Buhari, the state Governor, Simon Lalong, and the Gbong Gwom Jos, Jacob Gyang Buba, for mourning late Bali, Dashe advised them and the public to disregard the funeral arrangements programme released by a section of Tarok elders, and wait for the one to be released by Langtang Joint Traditional Council.

Relief as Doctors Agree to End Strike ...Strike unwarranted, illegal, Ngige insists
Striking resident doctors have reached agreement with the federal government to end their four-day industrial action.
The doctors also allegedly apologised to the federal government over their strike, blaming it on communication gap and bottlenecks in the implementation of agreement reached between the government and the association.
At the end of the reconciliatory meeting held on Wedenesday at the Federal Ministry of Labour and Employment, the National Association of Resident Doctors (NARD) accepted to meet with its executive council with a view to calling off the strike by today.
The communiqué issued after the meeting stated that: "In view of these understanding, NARD will consult with its executive council within the next 24hrs with a view to calling off the strike by September 10, 2020."
The meeting agreed that nobody would be victimised for any activity connected with or for participating in the industrial action.
In a communiqué jointly signed by the Minister of Labour and Employment, Senator Chris Ngige; Minister of State for Labour and Employment, Mr. Festus Keyamo (SAN); Minister of State for Health, Senator Olorunmibe Mamora; Accountant General of the Federation, Ahmed Idris for the federal government, and Secretary-General of the Nigerian Medical Association (NMA), Dr. Ekpe Philip Uche, and President of NARD, Dr. Sokumba Aliyu, the federal government accepted that the N4 billion appropriated for Residency Training under a wrong heading for Medical Residency Training will be vired before expenditure.
It said the process of amendment is ongoing and is expected that the process and cash backing would be through in two weeks.
On the payment of outstanding 2014, 2015, and 2016 arrears, the meeting recalled that it had been agreed that the issue would be further discussed post-COVID-19, and therefore, no agreement was breached.
On the implementation of the payment of the Special Hazard/Inducement Allowance, the meeting expressed satisfaction that the N20 billion already appropriated in 2020 COVID-19 budget has been exhausted to N19 billion.
The meeting commended the federal government for approving additional N8, 901, 231, 773.55 to pay up the large chunk of the June 2020 COVID-19 allowance to all medical health workers. This has been cash backed and the mandate sent to the Central Bank of Nigeria (CBN) for payments to start by September 9.
The communiqué further stated that discussions for the review of a Permanent Hazard Allowance for all health workers would commence as soon as possible after consultations by the Minister of Labour and Employment with all stakeholders in the health sector. “Based on the principles of ability to pay, this will cover all health workers in a new Collective Bargaining Agreement (CBA),” the communique said.
It said a meeting would be convened as soon as possible to take up the matter.
At the opening of the talks, the leaderships of NMA and NARD both tendered the apology during the reconciliatory meeting brokered by the Minister of Labour and Employment, Ngige, and Keyamo.
NARD had declared a nationwide industrial action last Monday demanding the payment of the medical residency training to all its members as approved in the revised 2020 budget among other demands.
However, Secretary-General of NMA, Dr. Philip Ekpe, who intervened during reconciliatory meeting, said he was apologising on behalf of the members of NARD for taking the extreme measure of declaring the strike and portraying the government as deceitful.
Anxiety over Fate of Four Kaduna Female Students Held in Captivity
Palpable fear has gripped parents of the four female students of Prince Academy, Damba-Kasaya, Chikun Local Government Area of Kaduna State, who were abducted along with their teacher over two weeks ago.
The students were abducted on August 24, 2020, when bandits invaded the community at about 8a.m. that fateful day.
One person was killed during the incident, while many Junior Secondary School (JSS3) students of the academy, who were receiving lessons for their final examinations, were abducted.
However, some of the students were said to have escaped following the intervention of security agents who pursued the hoodlums to the bushes.
The four students, including their teacher, also a female, have been in captivity since then without any communication from the gunmen.
The parents of the students are becoming agitated following the killing of a 14-year-old girl, an officer of the Nigerian Security and Civil Defence Corps (NSCDC) and a police officer, who were also abducted by bandits in their homes at the Mararaban Rido area of Kaduna metropolis on August 28.
The bandits were said to have killed their victims after collecting ransom.
Speaking in an interview on Wednesday in Kaduna, a family member of one of the abducted students said since their abduction, there had been no communication from the bandits.
He said: “We have been having sleepless nights over their whereabouts. We are deeply worried about the girls and their teacher. We are concerned about their safety.
“Right now we don't have any information about them because the bandits have not been communicating. The kidnappers called only once after they were abducted.
“They called the parents to inform them that the girls are with them. Since then, they have not communicated again. We have not heard anything from them.”
The family member called on the bandits to have mercy on the students and their teacher and set them free, adding: “I am appealing to them to fear God; have mercy on them and free them.”
Efforts to reach the spokesman of the Kaduna State Police Command, Mohammed Jalige, for his reaction were unsuccessful as his mobile phone was not connecting.
Oshiomhole, Wife of Edo Deputy Gov Bicker over Alleged Threat to Life
Wife of Edo State Deputy Governor, Mrs. Maryann Shaibu, has petition the state Commissioner of Police over an alleged threat to life by the immediate-past Chairman of the All Progressives Congress (APC), Adams Oshiomhole.
While reacting, Oshiomole described the petition as nothing but a futile attempt to divert the attention of Nigerians from the trending video of Mrs. Shaibu threatening to flog women old enough to be her mother if they dare exercise their fundamental human rights to attend any event other than the one she organises.
In the petition dated September 8, 2020, by her counsel, Idemudia Ilueminosen and Co, titled: ‘Threat to Life’, Mrs. Shaibu said Oshiomhole had threatened to deal with her after casting aspersions on her at a rally in Etsako West Local Government Area of the state.
The petition alleged that Oshiomhole at the rally sent several warnings that she (Mrs. Shaibu) should stay clear of campaigning for her party, the Peoples Democratic Party (PDP), on which platform her husband is running with Governor Godwin Obaseki for the September 19 governorship poll.
According the petition, "We are further informed by our client that the said Oshiomole did not only threaten to deal with her, but he has also declared that he has sent some thugs to monitor her movements in Etsako West area with a view to carrying out the threat of ‘dealing with her’.
"Consequent upon this, our client, for fear of being hurt or harm by Oshiomole and the assigned thugs, has not been able to continue with her campaign anymore.
"It is on this note that we passionately appeal to you on behalf of our client to use your good office to investigate this incident.
"Investigation is also necessary with a view to bringing the said Oshiomole and his cohorts to book in order to avert any unpleasant and unforeseen harm coming to our client especially as the state gubernatorial election is close, precisely on September 19, 2020.
"This is moreso that the lives of our client and her family (by this threat) are at stake and the situation may degenerate into a full blown crisis if nothing urgent is done.
"We count on your good self to expedite actions on this grave concern to nip in the bud whatever may be the nefarious plan and intent of Oshiomole and his cohorts as life has no duplicate.”
Speaking through his media aide, Mr. Victor Oshioke, Oshiomhole said he is focused on marketing the governorship candidate of the APC, and cannot, under any circumstances, be distracted by the "buzzing of baby mosquitoes like Mrs. Shaibu."
According to him, "The allegation is baseless and an attempt to drag Oshiomhole's name to the mud.
"This petition is nothing but a futile attempt to divert the attention of Nigerians from the trending video of Maryann threatening to flog women old enough to be her mother if they dare exercise their fundamental human rights to attend any event other than the one she organises."
Wada Accepts S’Court Judgment on Kogi Election, Congratulates Bello
The Peoples Democratic Party (PDP) candidate in the governorship election in Kogi State, Mr. Musa Wada, on Wednesday accepted the decision of the Supreme Court on the election, and congratulated his main rival, the state Governor, Yahaya Bello, on his victory.
However, Wada in a statement said the Supreme Court verdict did not take into account the violence and disenfranchisement of citizens whose mandate had by the result of the appeal been silenced, but that being a democrat, he had to accept the verdict as there would always be an end to litigation.
He nevertheless lamented that the lot of the Kogi people was worsening by the day as evidenced in arrears of salaries and lack of basic amenities that make life worth living.
Wada congratulated Bello, and charged him to quickly address the sufferings of the ordinary man in the street, pointing out that other more focused states were rising up to the challenges of development currently eluding the Kogi State.
He attributed the late acceptance and congratulating his opponent to certain indispositions, and pledged to continue doing his bid to help the ordinary Kogi man to have better living standards.
Bello challenger said: “Nevertheless, the Supreme Court has spoken, and as a democrat, I heartily congratulate Governor Yahaya Bello, and also to remind him at this crucial point in the state history that this has all been about Kogi people, and I shall continue in my quest to ensure a better life for the people of the state. God bless Kogi State and God bless Nigeria.
‘‘Despite the controversy that heralded his ascension to power, many had hoped that Bello would be the breath of fresh air which the rancid political environment sorely needed. But Bello’s four years was a disaster, as many groaned in pain and gnashed their teeth. As a result of unpaid monthly salaries to civil servants, some workers died in penury, families got destabilised and many children whose parents were civil servants dropped out of school. The situation in Kogi State is still so bad and under siege. Bello’s mis-governance is not hidden even to the blind.
"However, as the maxim goes, 'there is always an end to litigation', and that holds true for me in my quest to wrench my people of the state from the stranglehold of misrule, maladministration and mis-governance that had characterised the past four years; however, that effort has come to an end in our quest to reclaim a mandate rightly given to us.”
Osun Receives 15 Trafficked Girls from Lebanon
The Osun State Government on Wednesday received 15 of its citizens, who were trafficked in Lebanon.
The returnees were formally received on behalf of the state government by the Commissioner for Women, Children and Social Affairs, Mrs. Olubukola Olaboopo, and the Senior Special Assistant to the Governor on Diaspora Matters, Mrs. Titi Fadahunsi-Ajayi.
Addressing them during the reception, Olaboopo expressed delight that the ladies had returned alive from Lebanon.
She said the state government had put necessary measures in place for their reintegration into their communities as well as the state.
According to her, "I welcome our ladies back to the state of Omoluabi. You are safe in the state, and the government will do all that it can to ensure that you have a good life going forward.
"There is no harm in trying. The fact that you went abroad to hustle does not mean that you should be stigmatised. We as a state are very proud of you for taking a bold step and trying something new.
"You have had the experience firsthand, and you are going to be the state ambassador on issues of trafficking. The state government expects you to put in diligence in serving your motherland. You have seen the other side of life, and of course, you can see that there is no greener pasture anywhere but home.
"We want to know your qualifications to see how the government can assist you. Besides, we have organised an empowerment programme for you, and your resource persons are on ground to take you through the training."
Speaking also at the reception, the Senior Special Assistant to the Governor on Diaspora Matters, Mrs. Fadahunsi-Ajayi, commended the state Governor, Adegboyega Oyetola, adding that he felt the pain of a father, which informed his response.
Fadahunsi-Ajayi said: "Sometime in August, a letter came in from the Nigerians in Diaspora Commission to the governor asking for help in evacuating some of our citizens stranded in Lebanon.
"It was a distress call from these ladies, who were going through hell in Lebanon, and had to cry out. They had terrible experiences, which made some of them decide to run away from their masters.
"Immediately the governor got the letter, he released funds that same day. He was so magnanimous of him, as he felt the pains of a father. The process was stalled by the COVID-19 pandemic, but we thank God 15 of them are back and the others will join us later.
"The governor did not only release funds for their tickets, he also approved a token for each of the girls to empower them.”
One of the returnees, Amina Kajobola, thanked the state government and the governor on behalf of the girls, adding that the governor was the reason they were not marooned in Lebanon.

Owa King Urges Traditional Rulers to Champion Peace, Development
Traditional rulers in the country have been urged to be alive at all times to their fatherly role of championing policies and programmes that would bring about peace and development in the society.
The Chairman of Delta State Council of Traditional Rulers, the Obi of Owa Kingdom, HRH Dr. Emmanuel Efeizomor II, made the appeal during a thanksgiving service to mark the 61st anniversary of his coronation at his palace grounds in Owa-Oyibu, the administrative headquarters of Ika North-East Local Government Area of the state.
Efeizomor said their role as royal fathers placed great burden on them towards ensuring that there is peace and security in their respective domains and the society at large without which development and progress would be impossible.
While expressing gratitude to God for the opportunity to preside over the throne of his forebears for over six decades and elevating him to a position of influence far beyond his traditional domain, the Owa king said he has been able to empower over 250 persons, including the physically challenged, less-privileged and indigent students.
He also advised the youths particularly to take advantage of all opportunities in education and learning of skills as well as embrace reading culture.
The monarch commended the state Governor, Dr. Ifeanyi Okowa, for his administration commitment to human capital and infrastructural development policies and schemes.

Constitution Review: Senate Extends Memoranda Submission Till Next Week …Omo-Agege advises Nigerians to lobby lawmakers for state creation
The submission of memoranda by the Nigerian public to the Senate Committee on Constitution Review which was scheduled to close on Tuesday has been extended till next week Friday.
This is just as the Chairman of the Senate Committee on Constitution Review, Senator Ovie Omo-Agege, advised agitators for additional state creation to be ready to lobby both the federal and state legislators as well as other geo-political zones in the country.
It was learnt that the extension of the date for the collection of memoranda from interested groups and individuals was not unconnected to enormous pressure mounted by various interest groups physically and through telephone calls to the Deputy Senate President, Omo- Agege, in his capacity as the chairman of the committee.
It was gathered that the committee had to go against its earlier plan to stop the collection of memoranda last Tuesday in line with 14 days grace given for that purpose on August 26, 2020, when it called for submission of memoranda from Nigerians.
A secretariat staff told journalists that: "We were supposed to stop the collection of memoranda yesterday (Tuesday) or even today (Wednesday) based on earlier announcement made to Nigerians, but a counter directive has been given that such collection should continue till September 18, 2020, apparently due to pressures being mounted on the committee."
As at close of work on Wednesday, 18 additional memoranda were submitted in addition to 50 others earlier collected by the committee, making the total number 68.
Among the memoranda collected by the secretariat of the committee yesterday were those from the Christian Association of Nigeria (CAN), Movement for Creation of Zuma State out of Niger State, Movement for Creation of Savana State out of Gombe, Taraba and Adamawa States.
Others include Yiaga Africa, Okun Development Association, Benue State Government, Concerned Nurses Association of Nigeria, Urhobo Progressive Union and Zontai International among others.
Omo- Agege had in his advice yesterday to state creation agitators while playing host to the apex socio-cultural umbrella body of the Urhobo people, Urhobo Progress Union (UPU), said getting the buy-ins of other legislators and groups from other parts of the country are key and very important for such agitations if they are to see the light of the day.
According to him, "Let me also make this clear that the constitutional review exercise is not a tea party by any means. It is a very tedious exercise. If you check Section 9 of the constitution, it lays out a very difficult procedure that you must go through before you can achieve success with respect to the amendment.
"I don't know what is in your submission but what I hear from the grapevine is that there is likelihood that UPU is asking for a state. If that is right, I am sure you also know the provisions of Section 8 of the constitution.
"That is even more tedious than every other procedure because unlike other sections of the constitution that recognises a constitution amendment bill to pass with two-third majority of both chambers here and two-thirds majority of state Assembly, for state creation, which is under Section 8, it requires four-fifth of majority, even more majority than the regular two-third.
"But that is not to say it is impossible. If the demand is genuine and legitimate, there is no reason why it should not succeed. But you have to do the needful. You have to reach out to others. You have to lobby as to why this should be the case.
"As the chairman of this committee, I am not supposed to take a position. You have to reach out to the people in different geopolitical zones and make your case.
"If they see the merit in your argument, then they could, acting through their members in the House of Representatives and Senate, go with you and vote in support. You have to go out and lobby. You don't stay at home and they reward you with a free state. It is only in the military that states are created by Fiat. But under democratic set up, in the 1999 Constitution (as amended), the procedures are well laid out under Section 9 of the constitution."
He assured the UPU representatives that federal lawmakers from the area would not support anti-Urhobo legislations in the National Assembly.
Speaking earlier, leader of the group and Okobaro of Ughievwen Kingdom, HRM Dr. Mathew Ediri Egbi (JP) Owahwa II, said the group decided to pay a courtesy call on the deputy Senate president after submitting its memorandum to the secretariat of the Constitution Review Committee.
He urged Omo-Agege to always protect the interest of Urhobo people using his position as the Nigerian number six citizen.
Ortom Expresses Shock over Killing of Wanted Militia Leader, Gana ...Suswam demands probe of incident
Benue State Governor, Mr. Samuel Ortom, has expressed shock over the interception of a government convoy, arrest and killing of Terwase Akwaza popularly known as Gana by military authorities.
Also, the former state Governor, Senator Gabriel Suswam, has condemned the alleged extra-judicial killing of the notorious criminal, who had been terrorising the state, and called for investigation.
Ortom made his feelings known on Wednesday at the Benue Peoples House in Makurdi while briefing journalists on the state of the second amnesty programme of his administration, which covers Sankera geopolitical zone.
He, however, noted that he was still awaiting briefing from the Commander of Operation Ayem A Kpatuma from Doma in Nasarawa State, Major General Moundhey Gadzama Ali, who promised he was coming to brief him on their operation.
The governor stated that five repentant youths from Ukum Local Government Area of the state, who were among those arrested by the Nigerian Army were released and were conveyed to the Benue Peoples House in Makurdi by the LGA Chairman of Ukum, Hon. Stephen Ayua, to be part of the amnesty offer.
The governor explained that the amnesty programme was not truncated as those who could not make it to Makurdi, due to the confusion created by the military operation, would be given another chance.
He urged the people of Sankera to remain calm as he was still investigating the circumstances surrounding the arrest and killing of Gana before taking action on the matter, stressing that he owes the Benue people the duty to protect their lives and property.
Ortom had earlier addressed the 42 repentant youths, and commended them for choosing to abandon their negative ways to open a new chapter in their lives.
Gana was killed on Wednesday in Nasarawa State by the military after exchanging gun duel with them.
Meanwhile, Suswam has condemned the alleged extra-judicial killing of Gana by the military, and called for investigation.
Suswam urged Ortom to set up an independent judicial commission of enquiry with a view to getting to the root of the matter.
Suswam, who represents Benue North East senatorial district in the National Assembly, in a statement issued yesterday, which was titled: ‘A Time to Heal’, emphasised that setting up of an independent judicial commission of inquiry into the killing would unravel facts of the matter to serve as lessons for the future.
He punctured the claim by the military that the repentant criminal was armed at the time he was killed, saying: "The claim that Gana was killed in a gunfight needs further explanation because those who accompanied him and watched him being taken away, including his LGA chairman, do not believe he was in possession of any arm."
The chairman of the Senate Committee on Power expressed concern that the repentant criminal could be killed by the military after he had formally laid down his arms.
He said: "I was totally dumbfounded to learn that while Gana was on his way to Makurdi, the state capital, to present himself to the state governor, who was waiting, his long convoy that included political leaders, traditional rulers, clergy men and security agencies was ambushed by alleged armed soldiers and he was isolated and taken away. In the midst of the confusion, pictures began to circulate on social media of the bullet ridden body of Gana with a rifle callously placed on his side.”
"While I have been consistent in condemning the reign of terror he unleashed on his community, I cannot in good conscience as a lawyer of over three decades and a senior parliamentarian accept cold-blooded extra-judicial murder of an unarmed person as a solution to our security problems. The lessons of the Boko Haram escalation after a similar murder of its leader are still with us today.”

Nigeria in State of Helplessness, Bode George Tells Buhari
Former Deputy National Chairman of the Peoples Democratic Party (PDP), Chief Bode George, has warned that Nigeria is now in a state of "hopelessness and helplessness" under the President Muhammadu Buhari.
He lamented that in the All Progressives Congress (APC)-led government, the gulf among the ethnic nationalities in the country is widening, warning that this may be a prelude to a greater disaster.
George, who was speaking while counselling PDP aspirants in the forthcoming Lagos East senatorial and Kosofe 2 state bye elections, stressed that "no Nigerian today can express happiness with what is going on the country. Are we better off today? I want to see that Nigerian who is better off today than four and a half years ago."
The PDP leader insisted that the APC has failed woefully, even as he stressed that contrary to the position held by Mallam Mamman Daura, "zoning is vital for the peace, the growth and the progress of the country. Now, the nature of Nigeria, the size of Nigeria, and the way Nigeria was brought together by the British was not natural. It was a forced union for the benefit of the economic business of the British people. That's all!
"Since then, we have been trying to stabilise, and manage ourselves all along. Just take a country like Switzerland with three major tribes-the French, the Italians and the Germans. They rotate the leadership of their country, is that novel to Nigeria? Have you ever heard of any crisis in that country?
"So what is so difficult about this issue of zoning? We thank God today there is no part of this country that does not has some academics and brilliant people in in Nigeria. The system we are running today is very defective. I have seen both sides, I have been in the military. Each time I look at it, and I remember it, it's like I see it's a military government.
"You know you have one man sitting in Abuja and giving directive to your local government authorities. What is his business in your local government area? The nearest government to you is your local government authorities, next is your state; the power at the centre is humongous, and too strong, so it's not acceptable.”
George urged the Independent National Electoral Commission (INEC) to ensure that the will of the people is respected in the elections, even as he advised the PDP aspirants to conduct themselves with decorum and respect for one another, saying: "We will not accept any resort to brigandage, thuggery or other forms of violence.
"The will of the people must and should be respected at all times. This is what strengthens popular government. This is the life-blood of democracy. Every voice must be heard. Every contribution must be given a fair hearing. But the will of the majority must always prevail in the end.”
Police Kill 15 Bandits, Arrest 140 Suspected Rapists in Katsina
The Katsina State Police Command has eliminated 15 bandits and arrested 50 other criminals, including kidnappers and cattle rustlers in the state.
The state Commissioner of Police, Sanusi Buba, who disclosed this on Thursday while parading some suspects, said the command has also recovered 220 rustled cattle from the hoodlums and rescued 20 kidnapped victims.
He explained that the command also recovered 10 AK-47 rifles, 20 locally made guns, 20 motorcycles and a huge amount of money from both the killed suspects and those paraded in the ongoing onslaughts against the miscreants in the state.
The commissioner added that the command also apprehended 140 suspected rapists in 87 reported cases and were charged to court for prosecution after preliminary investigation.
He said: "Recently, the command have arrested over 50 suspected bandits, kidnappers, cattle rustlers and arm robbers. We recovered 10 AK47 riffles, 20 locally-made guns, 20 motorcycles and 220 rustled cattle.
"The command also killed 15 bandits and rescued 20 kidnapped victims in the ongoing war against all forms of crime in the state.
"On the fight against the menace of rape bedeviling the state, a total of 140 suspected rapists were arrested in 87 reported cases, and all were charged to court for prosecution."
Buba reiterated that the command was collaborating with traditional and religious leaders, parents and other critical stakeholders to tackle the prevailing cases of rape in state.
Senate May Hold Emergency Session over Petrol Price Hike
The Senate may cut short its annual vacation to hold an emergency session to discuss the last Wednesday's hike in pump price of petrol from N145.00 to N151.60 per litre by the federal government, it was has learnt.
This is just as a ranking Senator, Obinna Ogba, emphasised that the recent increase in both fuel price and electricity tariff showed the level of insensitivity of the federal government to the people's feelings.
It was gathered yesterday that many senators had approached the leadership of the upper chamber of the National Assembly on the need for the Senate to take a decision on the fuel price hike.
A senator confirmed to journalists on the condition of anonymity that representations had been made to the President of the Senate, Dr. Ahmad Lawan, on the need to hold an emergency session to discuss the latest developments in the country, especially the hike in both the fuel price and electricity tariff.
The ranking senator said: "Yes, it's true that we have approached the leadership of the Senate about the possibility of holding an emergency session to look into the issues of fuel price hike and increase in electricity tariff from N22.00 to N66.00 per kilowatt.
"We are doing this based on reports from our constituents, who believe that the time is not ripe for such increase, especially during the COVID-19 pandemic period, and as their senators, we need to heed to their cries and act accordingly."
When contacted on the issue, the Senate spokesman, Senator Ajibola Basiru, said he could not confirm whether the emergency session will hold or not as he was out of Abuja for the All Progressives Congress (APC) assignment.
According to him, “I’m currently in Imo State for an APC assignment. I’m out of touch. I can’t confirm whether or not an emergency sitting will be called by the Senate since I’m not in town and not in touch."
He, however, did not rule out the emergency session, saying: "The Senate president called me a while ago, but I’m not sure what he wanted to discuss with me. It may have been related to that. But I can’t tell."
Meanwhile, the Chairman of the Senate Committee on Sports, Obinna Ogba, has said the increases in electricity tariff and fuel price at a time the economy was yet to recover from the deadly effects of COVID-19, showed that the government at the centre is highly insensitive.
According to him, "The country, and indeed the world, is facing serious problem right now because of the coronavirus pandemic. Therefore, these increases are not good at all. It is like adding insult to injury.
"The government is just displaying insensitivity to the plights of Nigerians, because by increasing the pump price of petrol and electricity tariff, the suffering of the people would become worse. It is not fair.
"You cannot put the blame on the agencies, because there is no way any of the agencies can increase the price of its commodity or service without first getting directive from the leadership of the country."
Nigerian, Ghanaian Officials Meet to Improve Bilateral Relations
Senior government officials from Nigeria and Ghana met on Thursday as part of ongoing efforts to improve the deteriorating bilateral relations between both countries.
The spokesperson of the Nigerian Ministry of Foreign Affairs, Mr. Ferdinand Nwonye, in a statement issued yesterday said the delegations of both countries had successful bilateral engagement on improving the Nigeria-Ghana relations.
The statement was however silent on the details of the meeting.
Nwonye said: "The Ministry of Foreign Affairs wishes to inform the public that a delegation of senior Ghanaian government officials led by their Minister for Trade and Industry, Hon. Allan John Kyeremanteng, arrived in Abuja today (yesterday) to have discussion with their Nigerian counterparts.
"Other members of the Ghanaian delegation included the Minister for Information, Hon. Kojo Oppong Nkrumah, and the Deputy Minister for Foreign Affairs and Regional Integration, Hon. Mohammed Habibu Tijani."
Nwonye added that the Nigerian delegation to the meeting was led by the Minister of Industry, Trade and Investment, Otunba Adeniyi Adebayo.
Others present at the meeting were the Minister of Information and Culture, Lai Mohammed; the Minister of State for Foreign Affairs, Zubairu Dada, among others.
ASUU Rejects Reopening of Universities over Poor Funding
The Sokoto State zonal chapter of the Academic Staff Union of Universities (ASUU) has kicked against the calls for the reopening of Nigerian universities by some stakeholders in the country.
The union, citing the COVID-19 pandemic and poor funding from the federal government, insisted that the universities are not safe for reopening.
ASUU Sokoto Zonal Coordinator, Mr. Jamilu Shehu, disclosed this on Thursday at a press conference at the Umaru Musa Yar'Adua University, Katsina.
The Sokoto zonal office of ASUU comprises Federal University Dutsin-ma; Usumanu Danfodiyo University, Sokoto; Umaru Musa Yar'Adua University, Katsina; Kebbi State University of Science and Technology, Aliero, and Sokoto State University.
Shehu said if the federal government reopened the institutions, the government would be held responsible if anything happens to the students.
According to him, "It is far from the truth to say that universities can fulfill the conditions laid down by the government for their reopening. With the hostels and lecture rooms choked up with students, how do you practice social distancing?
"How many universities in Nigeria have running water on the campuses? The private universities clamoring for reopening, what percentage of students do they have compared to the public universities?"
He, however, lamented what he termed fraudulent practices committed by some vice chancellors, which he said have compromised academic standards and subverted university ethics.
Consequently, Shehu called on the National University Commission (NUC), as the universities regulating body, to immediately investigate the activities of the vice chancellors.
He said: "With the winding down of COVID-19 lockdown, ASUU calls on the NUC, as the regulator of the universities, to take immediate steps to investigate all fraudulent practices committed by overzealous VCs who have compromised academic standards and subverted university ethics."

House Minority Caucus Rejects Petrol Price Hike
The Minority Caucus in the House of Representativeson Wednesday rejected the increase in pump price of petrol from N148 to N151.56 as announced by the Petroleum Product Marketing Company (PPMC).
The lawmakers in a statement by the Minority Leader of the House of Representatives, Hon. Ndudi Elumelu, described the increase as unacceptable as it will result in increase in the already high cost of consumer goods and services in the country, and worsen the current economic hardship being suffered by Nigerians.
According to Elumelu, “The minority caucus in the House of Representatives rejects the announced increase in the pump price of fuel. This is because such increase will directly result in more hardship on our citizens, particularly at this critical time when majority of Nigerians across the country are struggling to survive under the burden of high cost of living and low purchasing power occasioned by the prevailing economic challenges. Any increase in the cost of essential commodity like fuel will therefore bring more hardship to the people, and as such, should not be contemplated.”
The Caucus challenged the All Progressives Congress (APC)-led government to rather come up with strategies that will lead to decrease rather than increase in the cost of domestic fuel, including revamping the country’s refineries, instead of always resorting to price increase to the detriment of Nigerians.
It also directed the PPMC to immediately rescind its announcement and revert to the former price with a view of a downward review.
APC, PDP in Verbal War over Alleged Assassinate Attempt on Oshiomhole through Auto Crash
The All Progressives Congress (APC) in Edo State has insinuated that the road crash involving the entourage of former state Governor, Adams Oshiomole, on a trip to a campaign event last Tuesday was a deliberate attempt to assassinate him.
Two policemen lost their lives when a truck reportedly rammed into the former governor’s convoy at Oluku junction while heading to Usen, Ovia South West Local Government Area for a scheduled APC campaign event.
In a statement issued by the Publicity Secretary of the state APC, Chris Azebamwan, the party alleged that the crash was a ‘premeditated plot’ to take the life of the former state governor who he said has been a thorn in the flesh of the Peoples Democratic Governor (PDP) since his return from Abuja to join the electioneering of the APC governorship candidate, Pastor Osagie Ize-Iyamu.
Azebamwan, who chronicled previous instances where the state Governor and the candidate of the PDP, Mr. Godwin Obaseki, and his Deputy, Mr. Philip Shaibu, had both allegedly threatened and orchestrated attacks on Oshiomhole, said the context leaves no doubt on the intention of the incident.
According to him, “Today, the entourage of Oshiomhole making its way to Usen, Ovia South West LGA, was rammed into by a trailer which, as described by members of the entourage and other eye-witnesses, deliberately veered off its lane in an apparent mission to take the life of the former governor.
“This trailer first rammed into the Toyota Hilux van escorting the former governor’s entourage before going ahead to hit the Sports Utility Vehicle (SUV) conveying Oshiomhole.
“From all indications, including factual accounts from members of the entourage and other eye-witnesses, the unfortunate crash which took place at Oluku Junction near Benin-city, was a plotted and near-successful assassination attempt.
“Without preempting the investigation of the police, we have no doubt on the identity of those responsible for this dark, heartless, and evil plot which led to the death of two excellent police officers.”
But in its reaction, the state chapter of PDP has described as preposterous and irresponsible, the claim that last Tuesday’s accident involving the convoy of Oshiomhole was an assassination attempt.
The state Publicity Secretary of the PDP, Chris Nehikhare, who spoke to journalists on behalf of the party’s Campaign Council yesterday in Benin-city, said: “The claim is childish, irresponsible and preposterous, and if anything, Oshiomhole should be answering questions over his convoy’s frequent involvement in road crashes that have claimed the lives of about 10 persons since 2008.”
Nehikhare noted that “if the APC is sure about the intent of the truck driver that reportedly rammed into Oshiomhole’s convoy, even before investigation is carried out by the relevant agencies of the government, the APC should also know who the assassin is, the sponsor, if any, and should be courageous enough to name them.”
The PDP explained that “before the latest accident that claimed the lives of two security personnel and left others severely injured last Tuesday at Oluku, there had been at least three other fatal accidents involving Oshiomhole’s convoy, or is the APC saying that all the crashes were assassination attempts?”
Nehikhare said: “In December 2008, five persons, including the then Chief Press Secretary to Governor Adams Oshiomhole, Mr. Chris Nwachukwu, and the Personal Assistant, Mr. Greg Haruna, lost their lives in a motor accident along Auchi Road.
“According to reports, the accident occurred at Agbede in Etsako West Local Government Area of the state when the Kia Cerato official car of the CPS had a head-on collision with a mini-bus belonging to the National Association of Nigerian Nurses and Midwives, Delta State chapter, while on their way to Auchi for a friend's wedding ceremony among other fatal road accidents.”
Lagos Gives Tank Farm Operators One Week to Regularise Operations
The Lagos State Government on Wednesday given tank farm operators one week to commence the process of regularising their facilities planning permit or face closure.
The state Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, who gave the ultimatum at a meeting with tank farm operators at the state secretariat Alausa, Ikeja, observed that only eight out of the 41 tank farms’ operations in the state have planning permits authorising their establishments.
According to him, most of the tank farms in the state had been operating illegally and in variance with Section 27 of the Lagos State Physical Planning Permit Authority (LASPPPA) and Lagos State Building Control Agency (LASBCA) regulations 2019, which stipulates that anyone who built in Lagos State without planning permit commits an offence liable to enforcement, imposition of penal fees or removal of structure.
He emphasised that any tank farm that failed to start the process of regularising its facility after one week would face serious sanctions.
"Considering the importance of the activities of the tank farms to the economy of the country, it is pertinent that they embrace best practices and operate in the friendliest manner to the host communities," he stated.
Salako said the operations of the tank farms had thrown up many challenges for the state, including pipeline vandalism, environmental degradation, fire outbreak, traffic congestion, destruction of public infrastructure, among others.
He stated that viewing the challenges posed with serious concern, the state government had chosen to engage operators of tank farms to find a lasting solution.
To ease the challenges, the Physical Planning Commissioner maintained that it was paramount for the tank farms to provide complementary facilities and services such as holding bays, traffic personnel as well as the maintenance of buffer zone of 250m to 500m between the tank farm and the community.
He added that the state government had approved the preparation of Action Area Plan for Ijegun Egba to address the planning issues raised by the operators of tank farms such as road connectivity, security and transportation linkage.
The Commissioner for Energy and Minerals Resources, Olalere Odusote, speaking through his Head of Oil and Gas Department, Sesan Odukoya, stated that discussion at the interactive meeting reinforced previous engagements with the operators of the installations by the Lagos State Government with a view to finding a lasting solution to challenges posed by their operations.
NCFront Rejects New Increase in Petrol Price
The National Consultative Front (NCFront) on Wednesday stated that it is incensed and aghast over President Muhammadu Buhari government's ‘inhuman ambush of Nigerians’ with an increase in the ex-depot price of petrol.
It also said being a grassroots mass movement, it has observed the melancholic mood of Nigerians following the report that the Petroleum Products Marketing Company, a subsidiary of the Nigerian National Petroleum Corporation ( NNPC), last Tuesday increased the ex-depot price of petrol from N138.62 per litre to N151.56 per litre.
According to a statement issued by the group's Head of Bureau of Public Affairs, Dr. Tanko Yunuda, "With the ex-depot price being the amount at which the product is sold to marketers at the depots, it is a no-brainer that this unconscionable hike by the federal government will translate to an increase in the pump price of petrol thus worsening the woes of Nigerians who have just been yoked with an increased electricity tariff among other devastating policies of the government.
"We utterly regret that the administration is carrying on as if its sole aim of seeking and acquiring another term of political power is to punish Nigerians for a supposed grouse that has remained unclear. The group explained that some of the litany of woes visited on Nigerian citizens by the Buhari government ranges from the serial increase in petroleum products since it came into power, jacking up of the Value Added Tax (VAT), introduction of stamp duties in all banking transactions, and the obnoxious, callous and unconscionable recent introduction of tax on all tenancy and lease agreements.
NCFront lamented that "Nigerians, if nothing is done, can expect more vindictive economic policies tailored towards ensuring that the citizenry is pauperised into docility and submission to the administration's full-blown dictatorial proclivities. The recent punitive amount of N5 million for hate speech announced by the Minister for Information, Mr. Lai Mohammed, was another building block in the construction of the edifice for despotic rulership by the Buhari regime.

Kaduna Community Faults El-Rufai on 1992 Zangon Kataf Panel Report
The Atyap Community Development Association (ACDA) has debunked claims by the Kaduna State Governor, Mallam Nasir El-Rufai, that previous administrations in the state did not issue a White Paper on the Justice Rahila Cudjoe Commission of Inquiry on the 1992 Zangon Kataf crisis and the AVM Muazu Reconciliation Committee Reports of 1995.
The state government had in a statement on June 29, 2020, through spokesman to El-Rurai, Muyiwa Adekeye, announced the setting up of the committee, saying: “The State Executive Council has resolved to find a permanent solution to the perennial crises that keep erupting in Zangon Kataf Local Government Area.”
The committee was set up following recent clashes in Zangon Kataf and Kauru Local Government Areas on June 11, 2020, leading to killings and destructions.
‘”No White Paper was drafted or adopted by the Dabo Lere administration that established the Justice Cudjoe Commission and the Col. Lawal Jafar Isa government that appointed the AVM Muazu Reconciliation Committee,” Adekeye had said.
He said further that “the elected government of Kaduna State led by Alhaji Dabo Lere did not produce a White Paper to set out its official position on the recommendations of the Judicial Commission of Inquiry.”
But while addressing a news conference yesterday in Kaduna, Secretary-General of ACDA, Mr. Sule Bodam, maintained that the government was being economical with the truth, alleging a hidden agenda.
He said on the contrary, the federal and Kaduna State governments over the years, took several far-reaching decisions on the recommendations in those reports and implemented them.
According to him, “By making such claim that the reports of the Cudjoe Commission and AVM Muazu Reconciliation Committee ‘have not received comprehensive response or attention’, the El-Rufai administration seeks to give the wrong impression that previous administrations of the state did not address the recommendations made by both panels.
“On the contrary, the federal and the state governments over the years took several far-reaching decisions on the recommendations in those reports and implemented them.
“It is therefore imperative to clarify these matters for the information of the public, for it is indeed very strange that the El-Rufai government wants to exhume and draft a White Paper on Cudjoe Commission report written 28 years ago, most of the issues of which have been resolved and reconciliation achieved between the Atyap community and the Hausa Community of Zangon Kataf town. The question arises as to what the El Rufai government seeks to achieve by drafting a White Paper over a report whose recommendations were implemented by the federal and state governments, and on which any other remaining issues have been overtaken by events, unless the El-Rufai administration has other ulterior motives for setting up its White Paper Committee.”
Bodam said further that based on the facts at the disposal of ACDA, “it is manifestly clear that the El-Rufai administration “has no justifiable reason to set up another White Paper Drafting Committee when the recommendations of the Justice Rahila Cudjoe Commission have been fully implemented.”
Only Certified Churches, Mosques will Reopen in Ekiti, Says Commissioner
As religious centres reopen on Friday in Ekiti State after three and half months due to COVID-19, the government has directed all religious centres ready to resume service to acquire certificates of fitness before commencing worshipping.
The state government said religious centres with coronavirus prevention facilities would only be allowed to resume activities, while certificates of compliance must be received from the ministry to authenticate their readiness to reopen.
Meanwhile, the Nigerian Supreme Council for Islamic Affairs (NSCIA), Ekiti State chapter has suspended the reopening of all major mosques across the state.
The state Governor, Dr. Kayode Fayemi, had recently announced that all churches and mosques in the state can commence service on July 17 after the nationwide lockdown barring religious activities which was announced on March 29.
The state Commissioner for Environment, Hon. Gbenga Agbeyo, who said this in Ado Ekiti yesterday, insisted that no religious centres would be allowed to resume without complying with the stipulated guidelines to curb the spread of the deadly coronavirus.
He said all the churches and mosques must comply with the COVID-19 safety protocols to avert the spread of the deadly disease, saying provision of requisite facilities remains the prerequisite for reopening.
Agbeyo said part of the prerequisites is that religious centres must fumigate their premises, and provide running water in front of their buildings to ensure regular hand washing.
"Others are the use of alcohol-based hand sanitizers, ensure they wear nose covers, make available infrared thermometers for body temperature measurements and maintain social distancing."
Meanwhile, a statement signed by the President of NSCIA, Ekiti State, Alhaji Yaqubu Sanni, yesterday said the suspension of activities in mosques was taken because all the safety protocols cannot be met within the time frame stipulated by the government.
"Muslims in the government committee on the re-opening of worship centres and health officer educated members on how to guard themselves from COVID-19 and conditions to be met before the re-opening of mosques in the state,” he stated.
Afenifere, Family Want Death of Combatant Helicopter Pilot Investigated
The pan-Yoruba socio-cultural organisation, Afenifere, and the family of the 23-year-old first female combat helicopter pilot, late Flying Officer Tolulope Arotile, have called for the investigation into the cause of her death.
Afenifere in a statement issued by its National Publicity Secretary, Yinka Odumakin, has therefore canvassed for a coroner inquest into the death of the Air Force officer.
Afenifere, in the one-page statement stated inter alia: "One of Nigerian finest eggs has yet again been sucked with the death of flying officer Arotile on the road in Kaduna last Tuesday. Unofficial accounts said she just returned from a combat operation before she was knocked down to death.
"We, therefore, do not accept that her death was an accident until the report of a coroner says how she died and how a supposed attempt to stop and greet could come with a death impact.
“We say this against what is known of the infiltration of the forces by sympathizers and agents of Boko Haram.
"We recall the report years back of such agents revealing the routes and timing of movements of our troops to Boko Haram sect who ambushed them.”
The group added: “The inquiry should look into all the links of the colleague who killed her, and we must know the identity.
"Meanwhile, we sympathise with the grieving family of Tolulope who have been thrown into deep mourning following the killing of their daughter not in combat but within the barracks."
Also, the family has called for a thorough investigation, stating that the circumstance surrounding her death is still shrouded in mysteries.
While speaking with journalists in Lokoja yesterday, the immediate elder sister of the decease, Damilola Adegboye (Nee Arotile) has called for a serious investigation into the circumstances surrounding her death.
Adegboye, who was in mourning mood, said the family is really devastated by the untimely death, wondering how an ordinary reversing could kill a person just like that.
"We the family members are not convinced that Tolu can just die like that in a freaky accident. I know that the military is well trained in the art of investigation, we want them to carry out a thorough investigation that can convince us beyond all doubts that the incident that led to her death was real. On the day of the incident, Tolu and I were in the room where she was sleeping.
"A call came in to her phone which she picked, but from the way they spoke, I knew that the caller must be a senior officer calling her to come to Air force base, she felt reluctant, and I offered to drop her at naval base," she added.
According to her, “One hour later, I saw the story online that something serious has happened to her. I couldn't believe that somebody I just dropped is dead.”
Also speaking, her mother, Mrs. Adefunke Naomi Arotile, went down memory lane about how she gave birth to her, describing her as a special child, whose fasting and prayer was her hubby.
Meanwhile, the Kogi State House of Assembly has called on the state government to immortalise her.
The call was contained in an oral motion moved by the member representing Ijumu constituency, Kilani Olumo, at the plenary yesterday.
Olumo said the deceased female combat pilot has contributed her quota to the ongoing fight against insecurity in the country.
The Lawmaker noted that her death is painful and a great loss to the state, pointing out that immortalising her is a reward for hard work and dedication to the protection of Nigeria territorial integrity.
He prayed God to grant the family and the Nigeria Air Force the grace to bear the loss.

Gbajabiamila Decries Slow Pace of Growth in Power Sector
The Speaker of the House of Representatives, Hon. Femi Gbajabiamila, on Wednesday decried what he called ‘little progress’ being made in the power sector despite huge investments, saying the current state of electricity supply in the country is apparently hampering industrialisation and national development.
Gbajabiamila stated this at the opening of the investigative hearing on the activities of the power sector by the House Ad-hoc Committee on Power Sector.
In May this year, the House had resolved to review extant laws and regulations guiding the power sector reform, which led to the inauguration of an ad-hoc committee on power sector reforms by the Speaker.
Gbajabiamila said it is becoming increasingly worrisome that successive governments have been unable to fix the issue of power in the country, and that it is dampening the hopes of landmark industrialisation and national development.
He said the investigative hearing is the premise upon which the House of Representatives shall amass adequate information to guide them in causing the required and appropriate legislative intervention in the power sector.
The Speaker said: “The last time some of you were here to witness the inauguration of this ad hoc committee, we reminded you that at the outset of the ninth House of Representatives, we proposed a legislative agenda that sought to initiate a comprehensive review of all legislation relating to the power sector. Today’s activity is an attempt to walk the talk.
''I am glad that the ad-hoc committee led by the Leader of the House of Representatives has not rested on its oars since its inauguration, culminating in today’s event. It is my utmost belief that they are up to speed in their plan of activities, and may turn in a report within the stipulated time frame. I therefore, wish to appreciate members of the ad hoc committee and make bold to claim that the membership selection has been vindicated by your performances thus far.''
The Leader of the Ad-hoc Committee, Hon. Alhassan Ado Doguwa, in his remarks, said they have been made to understand that the greatest issues bedeviling the sector after the unbundling of the defunct National Electric Power Authority (NEPA) is the inability to effectively transmit and distribute electricity supply across the country.
According to him, “The sector is also confronted with the issue of liquidity; with the gas suppliers claiming billions of naira being owed them. Another major challenge is the fact that the tariffs are not cost reflective. While we appreciate the efforts of institutions created from the unbundling exercise, particularly the Gencos, which now have the capacity to generate over 10, 000 megawatts, it is in fact becoming clearer from a layman’s perspective that the Discos and transmission agents must do more if we anticipate any form of improved electricity supply in the country.”
Senate Promises Quick Passage of 2010 Electoral Act Amendment Bill
The Senate on Wednesday gave the assurance that the 2010 Electoral Act Amendment Bill before it would be passed before the end of 2020.
Chairman of the Senate Committee on Independent National Electoral Commission (INEC), Kabir Gaya, who made this known, said the Senate has gone far in the task of amending the Electoral Act.
According to him, the committee had shortly before the COVID-19 pandemic held interactive workshop with stakeholders, and will soon hold a public hearing on the issue before the presentation of the report to the Senate at plenary later in the year.
He said: "Few months before the COVID-19 pandemic, we had a retreat in Lagos with INEC commissioners; the commission chairman and other international stakeholders came also to contribute to the process, and all members had a draft of the Electoral Act amendment which we discussed.
"We also invited INEC to give us their input based on their experience in the last few elections and the problem they had with the Act, what will be their advice on the areas to amend or his own suggestions on the amendment on the existing Act.
"We have compiled the two reports and we intend to have a public hearing. We were just discussing with the members how soon we will have the public hearing so that we can present this report to the Senate for the third reading, and then forward it to the president for signing of the amended Act. I believe we are working hard.
"For Nigerians who are really keen on the matter, we are also ready in passing it. Members of the committees are ranking senators and former governors with experience, and we have gone through these reports, so I believe Nigerians will be happy with the final Electoral Act 2020.”
House Moves to Address Challenges Facing Correctional Service
The House of Representatives on Wednesday said it would step up its oversight functions as well as work effectively with the Nigerian Correctional Service (NCS) to ensure a comprehensive implementation of the Correctional Act, 2019, geared towards addressing the challenges confronting the service.
The Chairman, House Committee on Reformatory Institutions, Hon. Anayo Edwin, made this known while declaring open a three-day retreat for members of the Committee in Abuja, saying the improvement of NCS is crucial to character reformation and nation-building.
He said though the Correctional Act 2019 is designed to address the challenges confronting the NCS, there is need for all the stakeholders, including the federal and state governments, the private sector and the Civil Society Organisations (CSOs), to work together towards improving the NCS.
The lawmaker lamented that the various correctional centres across the country are in a deplorable state, with facilities overstretched, adding that the retreat is, therefore, designed to enable the committee fashion out a strategic plan that will aid it in the actualisation of its objectives.
According to it, “You are aware that the conditions of the Nigerian correctional centres are indeed degrading. It is said that the wealth of a nation is viewed from the state of its correctional facilities. Nigeria, in this case, would be adjudged poorly. Various issues, challenges and controversies over the state of these facilities are increasing and require immediate attention.
''The Correctional Act 2019 made provisions to eliminate these issues, but I dare state that the problem of the Service is beyond adequate funding. It requires the determination of all stakeholders-the federal and state governments, the private sector, CSOs and the general public.
''The ninth House under the leadership of the Speaker, Femi Gbajabiamila, is for the country to have a world-class correctional service, hence the creation of the Committee on Reformatory Institutions to respond to issues in the NCS effectively.''
China Dismisses Lawsuit Filed by Nigerians over COVID-19
The Chinese Government has described the decision by Nigerians to institute a law suit against it to seek compensation as a result of the COVID-19 pandemic as shoddy, saying it has zero basis in law or international precedence.
The reaction of the Chinese Government may not be unconnected with media reports that “Nigerians have dragged China to court to seek compensation over the COVID-19 pandemic.”
The Chinese Mission in Abuja stated this in a statement issued on Wednesday, where it said China, like other countries, was a victim of the virus.
It said despite being confronted by an unknown virus, China has acted responsibly to protect people’s life and health as well as safeguard global public health.
The mission said: "The attempt to file frivolous lawsuits is a shoddy one, as it has zero basis in fact, law or international precedence.
"Some people are clamoring for the so-called accountability and compensation from a victim of COVID-19, and they are fabricating the so-called ‘evidence’ for frivolous lawsuits.
"These people are trampling on international rule of law and betraying human conscience. Their action does not square with facts, stand up to reasoning or have any legal foundation."
China said it was the first country to report cases of the pandemic to World Health Organisation (WHO) and promptly share information with relevant countries and regions, and the first to sequence the genome of the virus and share it with the world, as well as the first to publish guidelines for treatment and containment.
It noted that once the country sensed the severity of the situation, it made a tough decision that cut off the route of transmission in the shortest possible time and stopped the fast-spreading virus in its tracks.
The Chinese government noted that all these were achieved at an enormous cost and with huge sacrifice, stressing that China’s record of COVID-19 response is there for the world to see, with a clear timeline and solid facts that would stand the test of time and history.
"China and Nigeria have always been a community with a shared future. In the fight against COVID-19, solidarity and cooperation is our most powerful weapon. At this critical moment, we once again urge some Nigerian legal practitioners to do more things to enhance mutual trust and help pandemic prevention and control in both countries, rather than dancing to the tune of a certain country to hype up the situation," it added.
Adamawa Govt Fixes Aug 4 for School Resumption
The Adamawa State Government has stated that August 4, 2020, is the resumption date for students in Primary Six, Junior Secondary Schools (JSS), and Senior Secondary Schools (SSS), who will write their terminal examinations.
This is contained in a statement signed by the state Commissioner for Education and Human Capital, Mrs. Wilbina Jackson, and made available to journalists on Wednesday in Yola.
Jackson said despite the COVID-19 pandemic, “the ministry wishes to inform parents and relevant stakeholders that education must strive under all conditions.
“The state Governor, Ahmadu Fintiri, has directed that the resumption date for the 2019/2020 academic session in the state for the existing students in Primary Six, JSS3 and SSS3 is August 4, 2020.
“Subsequently, resumption is to be observed strictly within the necessary COVID-19 preventive guidelines as outlined by the NCDC.”
She listed the guidelines to include frequent and proper hand washing with soap or rubbing of palms with alcohol-based sanitizer; use of face masks and maintaining physical and social distancing.
“And in view of these, the ministry will liaise with critical stakeholders for smooth resumption,” Jackson said.
She called on traditional rulers, religious leaders and other stakeholders to educate their wards and communities over the development.
The commissioner also advised proprietors of private schools to liaise with the ministry for guidance and direction before opening their schools.
IG Inaugurates Zone 13 to Cater for Anambra, Abia, Ebonyi
The Inspector General of Police (IG), Mr. Mohammed Adamu, on Wednesday inaugurated the 13th Zonal Command of the Nigeria Police Force in Ukpo, Dunukofia council area of Anambra State.
The zonal command will be in charge of Anambra, Ebonyi and Enugu States.
Speaking at the inauguration, Adamu, who was represented by DIG Celestine Okoye, said the new zonal command was an addition to strengthening the existing security in the South-east zone.
He poured encomiums on a businessman, Prince Arthur Eze, saying he has not only supported the police in actualising the project, but also worked with the people of Ukpo community to provide and renovate the temporary operational base.
According to the IG, "Though there were contestations about the supposed location of the zonal command, Ukpo met every requirement as it is also within the state capital.
"The AIG to head this zonal command, Mohammed Danmallam, was selected after a painstaking search, and I assure you that he is the best man for the job."
The new AIG of the zone, Danmallam, thanked the IG for appointing him to head the zone, and promised to work for greater peace and security in the states under the zonal command.
Commissioners of Police in Anambra, Ebonyi and Enugu States were present at the inauguration.
Buratai Charges Military to Defeat Criminal Elements in Nigeria
The Chief of Army Staff (COAS), Lt-Gen. Tukur Buratai, has vowed that criminal elements terrorising the Northeast and North-west regions in the country must be defeated by the troops, as they have neither training nor the weapons which the Nigerian army have.
Speaking on Wednesday at the graduation of 1,142 soldiers from Special Forces training at the Nigerian Army School of Infantry (NASI) in Jaji, Kaduna State, Buratai said the bandits and terrorists must be defeated because “they don’t have the training and weapons that we have.”
He charged troops to put in their best and make use of the skills acquired during the training to tackle bandits, insurgents and other criminal elements in the their various units in the troubled regions.
According to the COAS, "You must go out there to defeat the criminals. They don't have the training we have. They don't have the weapons we have.
"You may also find yourselves doing covert and overt operations, but more of covert. The training would be sustained till the desired results are achieved.
"We want you to be the hope that will finally get the criminals on their knees; battle field is now intelligence and initiative to determine the right time to strike.
"As you are being trained together, you will work together as one unit but grouped into platoons and companies in the field to continue with the Esprit de Corp and cohesion required to fight and defeat the adversaries.”
Buratai reiterated his commitment to the welfare of soldiers to boosts their morale, as he ordered the immediate promotion of the 1,142 soldiers, most of who are in the rank of 'private', to their next ranks.
He, however, warned the troops to desist from social media influence and serve their country with diligence, noting that the army has rules guiding the use of social media, which do not condone indiscipline.
Speaking earlier, the Commandant of NASI, Maj-Gen Kelvin Aligbe, said the graduands were the second batch of the Special Forces being trained on rigorous activities to fight against insurgency and banditry.
He said the training which was facilitated through partnership with the Starter Point Integrated Services Limited, covered aspects of close contact combat, camouflage, unexpected incident operations and extraction under fire.
Ekiti Begins Recruitment into Amotekun Corps
The Board of Ekiti State Security Network codenamed Amotekun Corps has commenced recruitment of personnel for the security network in the state.
Following the passage of the state Security Network Bill by the state House of Assembly, the state Governor, Kayode Fayemi, had in March signed into law the bill backing the establishment of the network aimed at ending the scourge of kidnappings, killings, marauding herders’ activities and other heinous crimes in the state.
Speaking with journalists in Ado-Ekiti, the state capital, on Wednesday, the Amotekun Corps Commander, Brig- General Joe Komolafe(rtd), urged qualified persons in the state between the ages of 18 and 60 with the minimum qualifications of Primary School leaving certificate to apply online.
He said each applicant would be required to get a letter from their traditional rulers affirming their indigeneship of the community and character, revealing that people with questionable behaviours would not be part of the corps.
Komolafe explained that the process would be devoid of politics and any form of inducement, saying the best and most suitable applicants would be enlisted for the security network.
The corps commander added that he got the mandate of the governor to supervise the network as a result of his proven track records and integrity, calling on politicians to steer clear of the recruitment process.
According to him, "We have started the recruitment process. I want to say that everyone who will work in this corps will be one not involved in any crime or unworthy act.
"Our traditional rulers will play a key role in this regard as these applicants will need attestation letter from them to confirm whether they are from the community and never involved in any form of criminality.
"There won't be room for politicians in this regard, and the governor has told me that he will give me a free hand to do this very important job and achieve the desire results of securing Ekiti State. I won't allow any politician to compromise the standard set for the security outfit, and I can assure you that we will not allow politics to derail us."
Komolafe maintained that the establishment of Amotekun Corps was a child of necessity to checkmate the scourge of insecurities ravaging South-west states, assuring residents that the corps would be above board in securing the state.
He, however, called on residents to support the security outfit in their communities with accurate and timely information, noting: "This is our own security operation and it must not fail."

Ogun to Demolish Structures Blocking Waterways
The Ogun State Government on Sunday vowed to demolish structures obstructing waterways in order to prevent recurrence of flooding in the state.
It also promised to continue dredging the rivers in the state to give way for free flow of water.
The state Commissioner for Environment, Abiodun Abudu -Balogun, stated this during the inspection of areas and places affected by the flood which also ravaged Abeokuta, the state capital, last Saturday.
Inspecting the affected areas, Abudu-Balogun, in company with the state Commissioner for Physical Planning and Urban Development, Mr. Tunji Odunlami, attributed human activities such as indiscriminate dumping of refuse on water ways as one of the factors responsible for the flooding.
Areas visited by the state government team included Ijeja, Amolaso, Isale-Igbein, Ori-Omi, Sokori, among others.
"As a government, we are going to take a decisive step to ensure that residents comply with environmental laws. We are happy that no life was lost. We will ensure that corrections are made to forestall annual recurrence of this natural disaster.
"We have seen the extent of the damage done by the flooding. We will continue to dredge canals in the state to allow for free passage of water.
"The effect of human activities, that is building on water ways and indiscriminate dumping of refuse inside stream and rivers are factors responsible for what we are seeing here. We can all see the devastating effect that these activities have caused," he said.
Odunlami also expressed the regrets of the state Governor, Dapo Abiodun, administration on the unfortunate incident, saying despite sensitisation, many residents still encroached on the terrain of water flow.
He explained that state government might not have other choice than to demolish houses obstructing water ways in the state, while advising people living along river channels to vacate their houses to safe places.
Speaking also, the Baale of Amolaso, Chief Anthony Bello, appealed to the state government to channelise the stream from Gbangba through Ijeun Titun to Isabo down to Amolaso.
Benue Loses Vice Chairman on COVID-19 Committee to Pandemic
The COVID-19 pandemic has killed the Vice Chairman of the Benue State Action Committee on COVID-19, who was also the Deputy Vice Chancellor (Academics) of the Benue State University(BSU), Prof. Godwin Achinge.
Achinge, it was gathered, died on Sunday afternoon at an undisclosed hospital in Jos, Plateau State, due to complications arising from the virus.
A member of the Benue State Action committee on COVID-19, who pleaded anonymity, confirmed the death of the professor yesterday by telephone.
He said: “Yes, we lost Professor Achinge, the vice chairman of the state action committee on COVID-19 this (yesterday) afternoon.”
When journalists spoke to the state Commissioner for Information and member of the state action committee on COVID-19, Mrs. Ngunan Addingi, she said she was yet to confirm the report from the chairman of the committee on COVID-19, who is the state Deputy Governor, Benson Abounu.
The state Governor, Samuel Ortom, had last Saturday named Prof. Achinge among the over 30 people who had tested positive for COVID-19 in the state in the last few days.
Last week, the vice chancellor of the Benue State University also disclosed that he was infected by the virus.
Gunmen Abduct Delta NLC Chairman
The Chairman of Delta State chapter of the Nigeria Labour Congress (NLC), Goodluck Ofobruku, has reportedly been abducted by unidentified gunmen near Asaba, the state capital.
Ofobruku was said to have been abducted while driving on the Ibusa axis of the Asaba-Ogwashiuku-Ughelli Road last Saturday night near Asaba.
The state Commissioner of Police, Mr. Hafiz Inuwa, while confirming the kidnap of Ofobruku on Sunday in Asaba, disclosed that the state police command has already spread its dragnet in an effort to rescue the victim unhurt and possibly apprehend the criminals.
Rescue efforts by the police included the combing of the bushes in the area and security surveillance across Asaba/Kwale/Ughelli axis, Inuwa added.
The NLC state chairman was reportedly kidnapped last Saturday night by unknown gunmen who intercepted his official Toyota Sienna van with registration number: 'NLC 01' along the Ibusa Road portion of the Asaba-Ughelli road.
The state labour leader was said to have driven out of his house behind the Immigration Office off Ibusa Road in Asaba, when he was abducted near a drinking joint in the area by the hoodlums who reportedly had a free time robbing customers at the joint with guns.
They criminals were said to have been immediately attracted to Ofobruku's vehicle as he drove out of his street and immediately swooped on him, forcing him out of the car and leading him away to the nearby bush.
The state NLC Secretary, Innocent Ofuonyeadi, who also confirmed the abduction, explained that the NLC state chairman drove out to buy drugs when he was ambushed.
“Ofobruku's car was intercepted by the hoodlums along his street,” Ofuonyeadi said, noting that the abductors were yet to establish contact with the family of the victim as at yesterday afternoon.
The victim's phone has be switched off since his abductors, who are suspected to be herdsmen, forcibly took him into the surrounding bush, with family and friends unable to speak with him, he added.
Nevertheless, the state police boss, Inuwa, cautioned residents, particularly VIPs, to be conscious of their movement, and advised for more discreet use of official vehicles in order to ward off unnecessary prying eyes of kidnappers and other criminals.
70-year-old Tailor Arrested for Raping Nine-year-old Girl in Minna
A 70-year-old tailor, Mohammed Sani, has been arrested for allegedly raping a nine-year-old girl in Minna, the Niger State capital.
The incident took place at the Kasuwan Dare area of the state capital.
According to police report, the suspect lured the girl to his shop for a gift, when she arrived at the shop, it was gathered that Sani allegedly dragged the girl into the inner part of the shop where he had carnal knowledge of her.
However, the cry from the girl attracted people to the scene of the incident, which led to the arrest of Sani.
Sani has already confessed to committing the crime, blaming it on the devil.
According to him, "I can't say how it happened, all I know is that I took her into the inner shop and had sex with her. It is the work of the devil," Sani confessed at the state police headquarters where he was paraded before journalists.
He, however, did not plead for leniency.
The state Police Public Relations Officer, Wasiu Abiodun, confirmed the story saying: "The suspect has already confessed to the crime. We will charge him to court soon."
Arik Air to Resume Domestic Flights on July 8
Major Nigerian carrier, Arik Air, has announced that it would resume domestic flights on July 8, 2020.
The airline said it would resume flight service following the federal government decision to re-open Lagos and Abuja airports for flight operations.
The airline said it would be operating three times daily from Lagos to Abuja in the first phase of the restart, while Port Harcourt would be added to the schedule from July 11, 2020, when the Port Harcourt International Airport, Omagwa, would reopen for operations.
“Passengers have been assured of their safety and well-being at every stage of their flight as the airline has put various measures in place in line with COVID-19 health protocols as recommended by the World Health Organisation (WHO), International Civil Aviation Organisation (ICAO) and the Federal Government of Nigeria.
“Passengers are advised to arrive at the airport three hours before scheduled departure time so as to have ample time to undergo all security and health protocols before flight. Furthermore, all passengers are required to come properly kitted with their face masks,” the airline said.
Arik Air Chief Executive Officer, Captain Roy Ilegbodu, also explained that: “We are ready to fly our esteemed customers again. All preparations have been made to make flying in this extraordinary period in the world safe and pleasurable. Arik has worked actively with aviation agencies for an effective re-start of the industry and also ensure that agreed health measures are effectively implemented.”
Arik Air suspended flight operations on March 27 following the escalation of COVID-19 pandemic in Nigeria.
House Investigates 24 Banks, 14 Oil Companies over $30bn Revenue Leakages
The House of Representatives will tomorrow commence investigative hearing on 24 commercial and non-commercial banks as well as 14 international oil companies (IOCs) over an alleged loss of over $30 billion revenue annually due to leakages.
The investigative hearing which would be conducted in strict compliance with COVID-19 protocols would be in phases.
The House joint Committees on Finance and Banking and Currency, which is chaired by Hon. James Faleke and Hon. Victor Nwokolo, will grill officials of the banks and the IOCs during the investigative hearing, with the first phase of the hearing spanning three weeks.
The mandate of the joint committee is to determine in a statutory and professional manner the revenue amount involved in the malpractices by each organisation based on every revenue line item collectible by the government agencies for the purpose of timely recovery into the government accounts.
The oil companies include Nigeria Agip Exploration (NAE); Nigeria Agip Oil Company (NAOC); PAN Ocean Oil Nigeria Limited, Shell Nigeria Exploration and Producing Company Limited; Esso Exploration and Producing Nigeria Limited, and Mobile Producing Nigeria Limited.
Others are Statoil Company Limited; Shell Petroleum Development Company; Star Deep Water Petroleum Nigeria Limited and Total E and P Nigeria Limited; Total Upstream Nigeria Limited; Sterling Oil Exploration Energy Limited; Addax Petroleum Development Company Limited and Addax Exploration Limited.
The House had on March 5, 2020, passed a resolution mandating the two committees to carry out the investigation following the adoption of a motion by Faleke.
The lawmakers had expressed concern that the billions of dollars revenue leakages may have been due to tax evasion, malpractices, misuse and diversion of foreign exchange allocations by companies and other entities.
In adopting the motion, the House said it would also investigate the disbursement of foreign exchange by the Central Bank of Nigeria (CBN) and other agencies to determine the exact amount that the government may have lost in the process.
It said: "The banks and the oil companies are to explain their roles in the alleged over $30billion revenue leakages arising from oil revenue interest payment on account of foreign currency dominated contracts by companies in engineering, procurement, construction, installation and marine transportations."
Five Persons Still Missing in Ebonyi Communal Crisis
Ebonyi State Commissioner of Police, Philip Maku, has disclosed that the five persons declared missing over the Erel palm plantations communal crisis between Ekoli Edda Afikpo South in Ebonyi State and Biasie Local Government Area in Cross River State have not been found.
Briefing journalists in Abakaliki, the new police commissioner noted that the state police command was not relenting in unraveling their disappearances.
According to him, "We are on top of the matter, and hopeful, their disappearances will be unraveled. We are also relying on those in the Cross River State axis for any useful information, but since we have not seen any of their dead bodies, we believe they are still alive.
"The National Boundary Commission should come here and do a proper demarcation of the disputed area and other disputed areas across the state."
Maku further stressed on the cooperation from the people through community policing, noting that the communities have a vital role to play in combating crime.
He noted that his command has put in place all the necessary strategies needed to flush out criminals from their hideouts, noting that his men are battle-ready for the task.
Maku maintained that there was no room for criminals in the state, adding that anyone caught would face the wrath of law.
He pledged the support of the people and assured them of their safety as well as their properties, noting that his gallant men are more equipped now with the reality of the time and will make the state unlivable for criminals.
The CP said his command would also the give full backing on the programme, noting that the scheme will enable communities to be fully in charge of policing their community and assisting the command in combating crime.

Enugu Killing: House Deputy Minority Leader Calls for Arrest, Prosecution of Culprits
The Deputy Minority Leader of the House of Representatives, Hon. Toby Okechukwu, has called on President Muhammadu Buhari and the Inspector General of Police (IG), Mohammed Adamu, to immediately order the arrest and prosecution of criminals behind the killing of a farmer in Amankpunato Autonomous Community in Oji River Local Government Area of Enugu State.
Okechukwu, who represents Aninri/Agwu/Oji-River federal constituency, Enugu, made this known in a statement on Wednesday while conveying his condolences to the bereaved family and the Amankpunato community over the sad loss.
He said bringing the killers to book would serve as a deterrent to other criminal elements in the country.
The lawmaker, while calling on the president to deploy more resources to the Nigeria Police to help build its capacity to protect lives and property efficiently, equally urged him to lend his political weight to the Bill for the Establishment of State Police.
He said: “While I commend the Enugu State Government of its efforts to secure the state through investments in security, I call on the president and IG to get our farms and state ridded of criminal herders, hoodlums, and other forms of criminals immediately.
''I am also afraid that hunger virus would loom larger in the nearest future unless decisive steps are taken by the federal government, which is the sole custodian of instruments of coercion, to tame these crimes, as people are getting more afraid to go to their farms. From the nationwide incidences of killing, kidnapping, rape, and plundering by bandits, criminal herdsmen, insurgents, armed robbers, kidnap gangs, and other criminal syndicates, it is very clear that we have a lot of work to do.
''The federal government needs to render more material support to the current IG in his efforts to groom the Nigeria Police into a truly modern, civil, and potent homeland security outfit. Also, by the success recorded by the current administration in the state with the introduction of Forest Guards and Neighbourhood Watch groups in all communities, it becomes clearer that we can do better when states are constitutionally empowered to set up their individual state police service to complement the efforts of the federal security agencies.”
